The Claim

By the year 2025, in the United States, the possession, sale, production, cultivation, and distribution of currently illegal substances/drugs for recreational or any use, commonly referred to as narcotics, will be decriminalized, as will be possession, sale, production, and distribution of 'drug paraphernalia.' In order to be true, all 'hard-core'drugs -- heroin, cocaine, PCP, LSD, in whatever form - would have to be decriminalized, not just 'softer' drugs such as marijuana. Also included would be any new substances of the type listed here that are discovered or created in the interim period between the posting of this claim and its judgment.

Drug paraphernalia includes all drug implements - needles, syringes, etc- which are currently illegal when employed in the use, cultivation, sale or distribution of drugs. 'Decriminalized' means that while it will no longer be a felony or a misdemeanor to possess, sell, produce, cultivate, or distribute currently illegal substances and to possess, sell, or distribute drug 'paraphernalia,' persons caught engaging in these activities would still be subject to summary citations, that is, minor fines, such as are issued for jaywalking or other such scofflaw offenses.

In order to be judged true, at least thirty states or a simple majority of federal governmental subunits as exist in 2025 (in the event that states as they currently exist have been altered) must have decriminalized drugs and drug 'paraphernalia' AND those laws must be respected by the federal government; that is, the federal government will not attempt to prosecute these actions in federal court as violative of federal law. It will not be necessary for the federal government to decriminalize drugs and paraphernalia as well. (This means that the federal government could still prosecute for these actions if they were to take place on federal land, such as a military base.)

I will judge this claim based on its precise wording, unless this wording conflicts with my perception of the intent of the claim. If both intent and wording are ambiguous, I will look for a solution that causes the least damage to FX as a market and game.
